If i am a legal resident of the United States but a citizen of Montenegro with a valid green card and passport do I still need a Visa from the Dominican Republic? Can someone respond ASAP?

You do not need a visa.

In addition to the nationalities that do not require a visa, any person who can legally enter or live in the United States may enter the Dominican Republic with only a tourist card, regardless of your country of citizenship. .

For example. A Cuban citizen needs a visa, but a Cuban citizen who is a (legal) resident of the US does not. A Colombian citizen needs a visa but if they have a US B1/B2 visa pasted in their passport, allowing them to visit the US for business or pleasure, they do not need a visa for the DR.
