I read either on a thread, or in the news section about how a person could go about getting a rebate on overcharged power. I have used the DR1 search engine, but it only searches threads and posts. Is there anyway to search the news archives?

Yes.
Using search terms with google you can narrow down your search to a specific site or an area of a site.

For example:
Let me google that for you

will search all of dr1

Or if you want to search only threads use this:
Let me google that for you

The site I am redirecting you to is usaully intended to chide people into googling things for themselves but that's not the way I intend it in this instance.

You may need to refine the search terms, I only found 2 news articles.
