Sr. Guzman,

I am concerned about the issue of any fraud taking place with notaries in DR and the Public Registry for land-property titles. There have been several well documented cases in Costa Rica and Panama now of this happening. What do you know about any history in the DR to this issue and what security measures are in place at the Jurisdiccion and through the new titles to ensure that notaries are not committing fraud by falsely changing the property titles. Thank you.

A very weak notary system

A letter from the Government of Panama to the College of Notaries Public of Panama, on 1 July, reveals that the authorities know that the notarial system lacks proper regulation to prevent fraud in the sale of properties.

"Protocols missing, defective, and no bells, registers of wills lost, stolen books, stamps, letterheads and numbering pages to make records" are part of the findings of a report submitted by the Government of Panama to the Ministry of Government."
