It is difficult to get good prices on cigars in tourist areas - no matter where you are. You will have a better selection and better prices at home. Many cigars are made in free zones and have to be exported. If I wanted to buy Fuentes cigars, for example, I would have to buy through their U.S. distributor even though I live in the Dominican where they are made.

As far as touring factories, you must go to Santiago, which is a beautiful ride (an hour plus from Puerta Plata). Go to the E. Leon Jiminez factory. They welcome visitors and have one of the nicest factories in the country.
