... so apologies in advance, but I noticed on mundoanuncio when looking at apartments to rent the price will be listed as something like:

$9,00

as written, with the comma after the first number. What does this mean? Is the rent RD$9000 per month? Most of the prices are listed in this format, so I guess it is a Dominican thing. These ads are in Spanish, so I don't think they are US$ prices.

, used instead of . I don't see it that way here, but have seen it in Spanish ads. $9,00 would be $9.00.

Do a google search for $9,00 and you will see what I mean.
