The "tool" would not be a tool, rather a place, and that would be a bank or exchange house.

Actually, a tool is anything used as a means of accomplishing a task or purpose (ie. Education is a tool for success).

I was referring to an online site, instead of a physical place. We need to convert pesos to dollars on our online site, so we're looking for a 'tool' (jejeje) that will help us with this

Most Dominicans are very aware of the exchange rates.
They hear it on the streets, friends, in the Colmados, in the news etc.
They wil almost never look online, as they can pretty much always get a better rate on the street.

DR1 scrapes it's exchange rate from the Central Bank.

If you travel allot I use the website XE - The World's Favorite Currency and Foreign Exchange Site its a bit of a small hassle to set up an account, but I always find they offer the best exchange for all currencies although I have not tried them for RD.
