Is there any additive that can usefully be added to a tinaco (supplied with city water) to make the water cleaner or safer?

My neighbour adds a capful of cloro (I don't know how often) when the tinaco is full (or nearly so). Is this good practice?

clorox Bleach does kill the bacteria - note the ratio's at the bottom.

*Ratio of Clorox Bleach to Water for Purification
2 drops of Regular Clorox Bleach per quart of water
8 drops of Regular Clorox Bleach per gallon of water
1/2 teaspoon Regular Clorox Bleach per five gallons of water

i do not have a tinaco but i add a pill of chloro (same as used in pools) to the cisterna every now and then. basically i drop the pill in and check sporadically if it dissolved. when it does i drop another one. i am happy with the effects, we do not get sick and neither do our guests...
