Brief story - Verbally agreed on a period of time for a condo rental. A contract was never presented to renter. Now renter is contemplating vacating for various legitimate reasons, earlier than the verbally agreed time period. Renter is up to date on rent. They have paid last months rent up front at time of moving in plus a deposit. What are their rights as no contract was actually signed? Will they get deposit back?

No such thing as a verbal agreement in the DR.
Good luck getting your deposit back.

Best thing the renter can do is live out the deposit.

Verbal agreement do exist in the DR. The problem is how to prove their existence in court. In most cases in civil matters, testimony is not admitted as evidence of the existence of a contract.
