small private high school graduation

please post for me, some DR "cultural" guidelines to follow for a small private high school commencement? thx

1) Each studen should have a "Padrino"
2) Some sort of cap and gown...even a silk-like shawl
3) Some sort of blessing
4) Local Education director, as high on the hierarchy scale...as possible
5) Diplomas well made and signed and sealed
6) Short, hopefully, funny speech
7) Short speech by highest ranking student
8) National Anthem (Start and Finish)
