Quick Drying Adhesive recommendation needed

PJT needs assistance to find the correct type of adhesive to mount a 12 inch x 18 inch marble commemorative plaque to a cement block wall.

Will need something that is quick drying and strong and able to withstand the elements.

Your suggestions are welcome.

It will be quite heavy and if in direct sun will temperature cycle with different expansion rates.
Also the back of the plaque will be smooth.
I would think about stainless steel angle top and bottom anchored in the marble plaque edge and in the wall.
If this is not acceptable bore holes with diamond drill in the back of the plaque and use studs that expand into the wall with epoxy as concrete tends not to be stable for adhesives.
Use epoxy 2 part in the plaque to fix to the studs.
Seal the junction between the plaque and the concrete.
