A lot will depend on what time you arrive. This has been talked to death, if you do a search there are numerous options.
Basically: taxi $30.oo to Metro or Caribe tours, Bus to POP/Sos?a, taxi to your hotel.

Caribe Tours last bus for the day leaves Santo Domingo at 7 pm, arriving in Puerto Plata about 10pm. If you can get to the terminal before 7 pm, take Caribe Tours. If you arrive after last bus, you will have to take a taxi, or get a room in one of the many budget hotels and make the trip in the morning. Caribe Tours first bus leaves at 6 am. They have buses hourly from then until 7 pm

Do understand that taking the bus will cost about $70-80 (bus, cabs and tips) and take between 6-8 hours depending on how well the connections go.
A cab will cost you $200 + tip for the cab (4 people and luggage) and take 4.5=5 hours.
In either case you are going to lose some vacation time as you will need to reverse the process to return and depending on your return flight you may have to go to Santo Domingo the day before your flight and then have the cost of a hotel not to mention another day of vacation lost.
Would it not make more sense to fly to PP even if the cost is slightly more (when you figure in your costs of getting to PP for SD)
