Another illegal land grab in the Encuentro area?

I've noticed that the disused tennis court and the parcel above it have now been fenced off and the land being cleared.

I was lead to believe that that the land that the tennis court occupied was public?

I do hope that we don't have another land war like we did in January down in this neighbourhood!
