you mean on someone else or yourself? not sure you could check a random person unless you hire a detective, there are plenty of them. if you need a police check you'd need cedula (or passport) number plus basic personal data. then you go to the local palacio de justicia (fiscalia), submit the paperwork there, pay the fee and pick up the results.
