Trying to find if there is any truth to a rumor that Luperon and area is been legislated as a protected area. I have now heard this from three sources. The rumor is that the government is making it for carbon credits Most of all the new construction is not able to get permission

You may mean the national park area at El Castillo and the areas previously threatened by the establishment of a cement factory.
If the latter, perhaps it's the only way to scare off the factory in the future. Govt overreach for sure.
