SBA-type business loans in the DR for small businesses?

Out of curiosity, does the DR government (or its banks) offer government-backed business loans to help out small businesses?

The SBA is a federal government agency in the US that helps start-ups grow their business, and I was thinking that the DR offered something similar over here.
