Does anyone know anything about getting the birth year fixed on birth certificates, or the possible ways of proving age in order to get it fixed. My friend was not born in a hospital and didn't receive papers until he was 6 years old and his papers were dated the day they were issued so instead of being born 9/10/88 his papers say 30/8/94. Is this possible to be changed? Any tips would be appreciated!

You need to go to the Registro Civil where he was born and file for a change in his Birth Certificate. He will need to have some evidence of this, even if it is just his mother or father's statement.

The JCE recently issued instructions for these mistakes in vital records to be changed without a whole lot of paperwork.

Give it a try and report back, please.

That's good, because before one had to do lots of paperwork and had to go through the local court to get judge sign the sentence allowing the change and then the sentence had to go to JCE in Santo Domingo for processing and then SD sent instructions to correct the "libro" in the original hometown.
