Frequently when I'm paying for goods at a store, they ask me something about a 'fiscal'. My Spanish is awful so I'm never quite sure what they are asking. My guess is that it has something to do with wanting to know if I have some kind of tax exemption? (I get asked this most when at the ferreteria). Any guesses?

They are asking you if you would like a "factura con valor fiscal" or a bill with fiscal value. You use this kind of receipt with a special registration number to deduct your purchase from the taxes you are supposed to pay, sales tax and income tax.
