That's the customs declaration form (we had to fill one in for both entering & exiting the DR last month). The thinner blue one is for immigration (two of those each way!).
Crazy!!

Almost a year ago they started making you fill out this form when leaving the DR. Most recently, about several months now, they also make you fill out this same form when arriving.

What they are doing? Your guess is as good as mine.

have never filled this out

Been and gone several times, have never filled out this form.
We have seen other people with it, I asked about it, they just waive me through.:surprised
