How is it possible that the police chief of the policia nacional is able to afford not one but too apartments at some Anacaonda ave tower condominium value(at least the one he sold)at over 1 million usd? I know that there is corruption within the ranks,but this is not only on outrage but it is also in plain sight and nobody is doing anything or saying anything about it.Not even the police commish here could afford a 1.000000 usd "condo".How can he sit there with his lay back,no remorse whatsoever demeanor, walk around with all those stupid medals,while the crime rate is through the roof in the DR?How can the population not expect the lower ranks to be corrupt,when this guys is getting away with murder and yet being put on a pedestal.I wish they could be a "OCCUPY THE PALACIO NACIONAL DE JUSTICIA":mad::mad::mad: Better wages and benefits for the members and maybe corruption would at least diminished some

But also,as oppose to the DR jefe,the commish here served in every rank,which most of them are six figure salaried,Yet I doubt that even him,would be able to owned two one million dolar apartments and I'm almost certain that his residence around central park is one of those perks,being that the he has to remain within city limits being the commish and not owned.polanco has to go!!!!

The difference is that we have checks and balances that at least reign in blatant abuses. No corruption is not rampant, it is not accepted by the masses, and it does not go unchecked.

We all get freebees and perks in our jobs, the higher up you go, the more you get. That is much different than being paid by criminials and narcos to be given free reign, false identities, border access etc in order to run a business that ruins the lives of so many and increases the very crime your job requires you to prevent.

While there are bad apples in every police department, I can still call 911 and get a cop to respond to a complaint in the major US city I live in, and don't have to question whether I can trust that the officer will come to help me, as opposed to take advantage of me for personal and financial gain. Now, does that happen in the DR?

Please, I love the DR as well, but this "it happens" everywhere is ridiculous.

You are entitled to your own opinion, but not your own facts. Commisioner Kelly lives in Battery Park City, not uptown. This area fits in well with his present salary of around $215,000, a cut from the $450,000 he was making at Bear Stearns. Certainly there are perks with his position. But he is not entitled to the OT that your fellow officers make which put their incomes equal to his.

audit, audit, audit, that's one idea, by an indipendent out side the DR company. Pay them on a the job done, crime goes up pay him less, crime goes down pay him more. make no difference pay him nothing. And the same with the politicians and all government agencies. Incentive pay..
When Sydney had a problem with it's police force the got the London police commissioner to take over and clean out the cupboard. And it worked..

He can do that because he has no shame.

He can afford to have no shame because most Dominicans are not as upset about it as you.

The reason they're not as upset about it is because they don't feel a collective sense of loss when money is squandered by those on top. They're not vigilant defenders of the 'public purse'. They don't see the public purse as 'their' money.

If there is anger, mots of the time it's not rooted in public altruism, it's instead rooted in jealousy. As in 'why wasn't it me' that stole? Why wasn't I friend with someone that stole? 'Passa mi la botella primo' etc.

Corruption here is so entrenched and genetic, that the front running political party right now ISN'T campaigning to 'clean up government', it's campaigning for a 'mejor pais - pero para todos', and 'se van se van la comme solos' = meaning we're not going to eat alone, we're going to pass the money around and eat together.

If you think the above statements mean socialism style reforms, you're wrong.

They simply mean, kick out that lot, bring in our lot, and we'll share the money around with you (any sane person would understand that this won't work, it's just replacing one pr*ck with another pr*ck cut from the same cloth). Yet for some reason it's working.

So there you have it, that's why there's no outrage. Because from top to bottom, there's no sense of ownership of public funds, no sense of altruism, and the only counterweight to partisan corruption is further partisan corruption. It slowly sucks everyone in, and ta da, dominican reproblems.

I'm not expecting anyone to actually go there and protest,that would only incite an all out tear gas and perdigones party.Is the DR system Que me encojona tanto,that you scratch my back I scratch yours,and it goes from politico to law enforcement,from law enforcement to the media(the reporteros)Now why do I mention reporteros? Because they will only bring out to light that infamous corruption network when it would tarnish the other party's rep(his politico buddy's opposition) on the law enforcement side there seem to be only three options if you blow the whistle A) snitch and we make you and your family disappearB) the higher ups in the chain the command got caught so you are going to be made the scapegoat C)combination of a and c,I've a feeling that guy "la soga" had some associates in the higher ups.Que dios me perdone,pero ahola Que "alguien "pints in contrato en la cabeza de polanco,then that guy deserves a medal

A friend just returned from a construction project in Italy cursing the impossible petty corruption required to function.
I lived in Italy for a few years and regarded this as the price of doing business and even with this 'extra' the price was good.
Same with the D.R.

If you pay it then don't complain about the price.
Maybe complain about the cost if you choose not to pay, but if you want to to succeed then you need a better contingency than that.

Running a straight business in a corrupt environment is perfectly possible.
You are less competitive in some ways but can easily use your guile and vision to more than make it up in other ways.

Vaccara (remember him?) once cursed me for paying a small police propina - he said I was as much to blame for corruption as the other 50% of the transaction.
He had a strong point.


To sum up-
  • People who complain about it yet still do it are no help.
  • Once there exists a critical mass of people who choose not to do it then it will stop.
  • Until then - as you were.
