can the people in the airport hold u in the contry if u dont pay the full fine for overstaying???

They won't let you out of the country, quite simple. You can leave the airport by car!

To answer your initial concern, I'm sure your boyfriend managed to get his flight even without his wallet. As long as he has his passport he can have an instant transfer sent to cover his exit fine.
