Received my Edesur electric bill this month and to my surprise it showed 0-anterior, 269-actual, multiplo-1.000 and Consumo 807Kwh.

The difference between the actual and anterior is normally the amount consumed multiplied by 1.0, but in this instance they multiplied it by 3.0!

Anyone have this experience before? What is this all about?

Recently, Edesur had changed the electric meters with representatives coming to our building 4 or 5 times over a 1 month period. Now we can't read the total usage on the meters anymore as it states only "888888888". Before it would state 15,000, etc, for example. It appears they changed the meters to another system?

how much was your last meter showing when they took it away? how much of that final meter reading wasn't paid?
if it was installed in the third week of the month and they don't have that final reading, they may have decided to estimate a charge for the first couple of weeks.

do you find the bill is much higher than previous months? if so, tell edesur and then take your bills and photos of said defective meter to protecom (gustavo mejia ricart in santo domingo). register your complaint there.
you will probably still have to pay and you may never get any money back, but at least you will have the comfort of knowing that you tried.

the new meters are supposed to register 'potencia' as well.
whatever you do, try not to let that number pass 10,000.
if it does pass that for two or three months you will find an extra charge on your bill for the next year at least.

Looks like you are correct. They went and changed the meters and then added some prior portion from the old readings, but the bill doesn't itemize those older readings whatsoever and also the base rates are not broken down into tier levels. Just the highest rate of RD$11.10 on the entire 807Kwh. A real screwing here.
