I think it's an ex-pat place.

I wonder if it is the Loase Resort in Costambar? I don't do bars, but the names are very similar.

This link is for L'Oase in Costambar.
For those of you that enjoyed Sams bar in Puerto Plata, it is now located at L'Oase.
The owner bought Sams and moved the bar the memorabilia and the cook to Costambar.
Great burgers, I haven't tried the other food, but I hear it is good.
