Strange issue with Claro

Today Claro called my wife to be and told her that I had opened a contract in her name. However it is impossible for people without a cedula to open a contract. I have never had her ID with me in any case. I visited a phone unlocking shop in December so I wonder if someone is running some kind of scam.

You can open an account without a Cedula, I am absolutely 100% certain of that, passport and 500pesos connection fee is all you need. I am of the understanding that some offices will not, but for instance, Jarabacoa office require you go to La Vega office if you do not have a cedula, but they defo give you an account.

Did they ask her to confirm her c?dula number?? If so, you can bet it was a scam....I never, ever give out my c?dula number...I tell them it makes me uncomfortable and say I'll see, or I'll go personally.
