Moving to DR: they told me the immigration laws changed, pls help

hi,

my name is rob,

i live in ny, i would like to move to dr for many reasons

i asked a friend and he told me that the immigration laws
has recently changed,
he said now it takes 5 years to become a permanent resident

is it true?

how do i start the immigration process?
and also, with a temporary residency can someone travel outside
the country and come back?

Apparently some changes have been made but it is not clear when they will be implemented. But, yes, 5 years is what we have heard. Don't be in a hurry to start. Lots of expats don't have residency. Are you planning to work?

Residents, temporary or permanent can travel and come back.

Don't sweat it, I see where you coming from..

I live in Miami and London, but now in Santo Domingo. And I'm a Dutch citizen. How is that one for you! :)

Yes, it will take 5 years to get permanent residency. I am now told that it will probably take 4-8 months after you apply to get your first temporary residency. It is an involved process. You don't need residency to move and live in the DR, but you will need it if you plan on working here. You will need the following: original copy of birth certificate with official apostille stamp(this is an international seal recognized by the Dominican gov as an official and true document), copy of your entire passport, criminal background check by the US state that you currently live in, with apostille seal, marriage certificate if it applies, with seal. Also any documents like the criminal background check have to be translated into Spanish. When you apply in Santo Domingo at immigration your lawyer will walk you and these forms through the process and you will also have to take a health exam, which includes, blood test, urine sample and chest x ray. This is done right there at immigration. Once everything has been submitted and approved, then you wait until you are notified that you have an official cedula number. After that you are just about there and then you will receive your temporary residency card(cedula) By the time you get done with the application, processing and legal fees will probably cost between $1200-1500 us.
