Cibao: La ?ltima colonia en Las Am?ricas


El Imperialismo Europeo que abarco los continentes de Las Am?ricas, ?fricas, Asia, etc., fue repudiado por los pobladores de las naciones conquistadas. Por eso en la actualidad no predomina, sobre todo en Las Am?ricas, estas colonias vergonzosas para la humanidad. La explotaci?n del ser humano y el saqueo de los recursos naturales de los pa?ses colonizados resultaban ?nicamente para el bienestar de los ciudadanos de los pa?ses dominante. Las colonias se quedaban sin recursos lo cual lo emerg?a en una pobreza indigente y un est?ndar de vida inferior al resto del mundo. Lo ?nico que recib?a la colonia era la protecci?n de la potencia dominante de las otras potencias lo cual garantizaba seguridad y paz al pueblo. Pero nunca para desarrollar y lograr el bienestar de pueblo. Esto comienza desde el inicio de la civilizaci?n tomando diferentes formas. Los Faraones, Emperadores, Reyes, Principados, etc., manten?an sus imperios a base de cobrar impuestos. Permit?an el asentamiento de la familia dentro de sus fronteras garantizando seguridad pero con el costo de los impuestos. Las tierras eran de ellos y el pueblo no ten?a derecho a nada. En muchas ocasiones el abusivo cobro de impuestos fue la raz?n de derrotas y derrumbes de muchos reinados. La historia tiene muchos ejemplos. Los Reyes lograban este poder absoluto y las personas pagaban sus impuestos porque Los Reyes se ten?an como ?hijos de Dios?, igualmente que el Presidente de la Republica Dominicana el pueblo dominicano lo considera como ?hijo de Dios? y se le permita hacer su voluntad sin ning?n cuestionamiento.

Pero este fen?menos de colonizaci?n no solo se ve entre naciones diferentes sino que dentro una misma naci?n una regi?n puede caer en mismo estado de colonizaci?n. En Espa?a, Rusia, Yugoslavia, etc., encontramos que una regi?n es v?ctima del poder?o interno solo para el beneficio de la regi?n preferida del gobernante.

En Republica Dominicana tenemos similitudes de un beneficio asombroso a favor de una regi?n en perjuicio de otra regi?n. Si analizamos obras, inversiones, empleos, aporte fiscal, participaci?n en el estado, etc., nos encontramos con las caracter?sticas t?picas de la colonizaci?n. El gobierno central de la Republica Dominicana reside en Santo Domingo y sus compromisos en grandes partes se limitan geogr?ficamente a ese entorno. La presencia del gobierno en el Cibao est? bien limitada con una presencia precaria tanto en recursos humanos como en recurso econ?mico. En donde no es as? (lo cual no nos extra?a) es en la Direcci?n de Impuesto Internos lo cual est? bien nutrido de recursos humanos y tecnolog?a avanzada para el eficiente cobro de Impuesto. Tampoco nos extra?a que en los ?ltimos 50 a?os la ?nica edificaci?n que ha construido el gobierno central en el Cibao es para Recaudar Impuestos, el Edificio gubernamental Antonio Guzm?n Fern?ndez mejor conocido como el ?huacalito?. Esta misma son la caracter?stica m?s importante de los Imperios del pasado que la prioridad no era el bienestar del pueblo sino el ingreso monetario para mantener econ?micamente la gran maquinaria gubernamental.

Muchos servidores del gobierno pueden justificar las muchas carreteras y los muchos puentes construidos en el Cibao por el gobierno central. Pero la verdad que no se hace para el beneficio del Cibao sino (al igual que el Imperio Romano que todas la carreteras est?n dirigidas hacia Roma) para facilitar las llegadas de los productos alimenticios y productos para poder mantener la gran metr?polis de Santo Domingo. Por lo tanto, las obras que no cumplen con este objetivo no tienen raz?n de ser. Por ejemplo, la carretera Santiago ? Puerto Plata, Circunvalaci?n de Santiago (lleva 16 a?os y sigue en etapa inicial), corredor Nagua ? Monte Cristi por la costa, San Jos? de la Mata ? San Juan de la Managua, Santiago ? Monte Cristi, etc., etc., etc. Estas obras no est?n dirigidas hacia la gran metr?polis Santo Domingo por lo tanto no tienen importancias. Pero al igual que el Imperio Romano la ca?da de Roma no se inicio desde lo interno sino de las regiones explotadas y oprimidas que atacaban sin cesar a Roma. La corrupci?n, prostituci?n, inmoralidad, perversi?n social, etc., fue la real causa de la ca?da del Imperio Romano.

Con las fallas existentes en el gobierno, la corrupci?n galopante, la falta de justicia, etc., no ser? posible que el Cibao reciba justa proporci?n del gobierno. La ?nica forma seria depurar las presentes instituciones y comenzar de nuevo.

Entendemos que el Congreso de Republica Dominicana debe declarar el Cibao como un ?El Estado Aut?nomo Del Cibao? para que todos sus ingresos y sus inversiones sean para el Cibao, y pol?ticamente independiente.

But the truth is that there not done for the benefit of the Cibao but (like the Roman Empire all the roads are directed towards Rome) to facilitate the arrival of food and products to maintain the great metropolis of Santo Domingo. Therefore, the works that do not meet this goal have no reason to be. For example, the road Santiago - Puerto Plata, Santiago Beltway (it has taken 16 years and is still in its early stage), broker Nagua - Monte Cristi on the coast, San Jose de la Mata - San Juan de la Managua, Santiago - Monte Cristi, etc., etc., etc. These works are not directed towards the great metropolis Santo Domingo therefore have no importances. Being a Cibaeno de pura cepa I wouldn't mind seeing El Cibao as an independent country and Yes El Cibao probably provides a bigger share of resources to The DR than any other region and government investment tends to be disproportionately spent in Santo Domingo. Having said that, every country in the world has this issue (i.e. In The US California's economy is huge as compared to other states and there are states like Mississippi who probably take in more than they contribute).

Separating El Cibao from the rest of The DR is not going to reduce corruption or accomplish any better governing than we have now IMO. The DR is a small country and it's already way over divided only so that the politicians can have more government patronage. If anything I would like to see The DR consolidate several current provinces. We shouldn't really need more than three or four IMO. Back in the days of The Taino there were only five cacicazgos for the whole island (including today's Haiti) and they managed fine.

I don't see a compelling enough reason for this to ever occur. We're not like some other countries where certain regions don't even speak the same language (OK Cibaeno is kind of like its own language), or are made up of a different racial composition, or from different tribes...where would it stop? What's to stop US cotuisanos from complaining that Santiagueros are using up our resources and giving us back hardly anything in return...BTW Cotui happens to be the province that gets screwed the most in The DR. We produce enough electricity to be self sufficient, yet that is piped to power Puerto Plata's resorts while we have daily blackouts and of course we have one of the largest gold mines reserves in the world which will be used to build Metros, overpasses, etc in Santo Domingo while our streets are full of potholes...Heck the more I talk about this the more I realize what I really want is a Cotui Libre!!!!

What you need is stronger local governments, my understanding local governments in DR have no power at all and are just token personality’s.

Token personalities that get funnelled cash to dole out to their constituents and projects. If by stronger you mean having checks and balances, accountability, and driven by ethics or desire to serve the public you would be spot on.

Went to SFM and happened to go through Cotui ( stopped to see a long lost cousin) . " La Presa " (sp?) was beautiful. Right on the corner near the park in Cotui there was a " panderia" (sp?) which had the best crossiants (sp?) stuffed with cheese and ham. Had some really nice houses etc...I did not see much else in the way of stores, restaurants, etc...I saw a smaller super mercado but not much else. Do those who live in Cotui do most of their shopping in SFM?

Pipe Dream for the most part. It certainly points out the wealth of the areas and the concentration of money in Santo Domingo, but of course that is where all the voters are, so it makes sense to put the government money there. If they can just slightly lose the Cibao and win by a landslide in Santo Domingo, there is no way they will lose the elections..a horrible scenario for sure...

However there is one thing that many of the PLD sheep do not realize. Danilo Medina and his clan will sweep away a huge number of PLD job holders if they win. probably as many as if the PRD were to win. But the rank and file of the PLD are blind and dumb as horseshoes and will vote purple no matter, thinking that the "party" will take care of them if they do lose their jobs to Danilistas...

I firmly agree with Suarez in that the country could do with a lot fewer provinces, but once again it is now a political issue, not economic or philosophical...unfortunately, this spells more divisions rather than fewer...as the recent attempt to create municipalities out of Santiago barrios!!

To live in a decentralization DR will be a dream.. now do we have a realistic strategy to make decentralization a reality.. PLD nor PRD is looking at this as a option..so we will keep seeing Santo Domingo getting better and the rest of the country falling light years behind... esto se Jodio........
