Tinaco vs cisterna

Ok,so my grandma has a cistern that's been out of service for years.MY dad says that it only need a bomb de ague,but when the lights go out so does the pump hence he prefers to get a tinaco instead.Shouldn't un inversor or planta keep the water pump running?? I don't like the tinaco idea because we'll have to bargain with the 3rd floor neighbors and I here sue son jodones and won't agree with the tinaco.My father also says the problem with the cisterna is that water stays ice cold.Inputs please,thank you.She lives in Alma Rosa

Typically people have both...one to store water (cisterna) for when there's none for days/weeks and the other for when there's no power (tinaco). Most inverters are not made to move pumps. It sounds like a Tinaco is the best option, but you could also setup the cisterna as pumps are cheap.
