Supply, installation, training and commissioning of solar energy systems in rural communities in the provinces of Azua, Barahona, Bahoruco and San Juan in the Dominican Republic 1. Description of contract The contract is the supply, installation, training, commissioning and commercial warranty after sales service (parts and services) of three batches of solar energy systems for residential lighting, lighting and cooling systems in schools and cooling systems for rural microenterprises. These systems will be installed in remote rural communities in the provinces of Azua, San Juan, Barahona and Bahoruco in the southern region of the Dominican Republic. 7. Number and titles of lots Lot No. 1. Solar energy systems for residential lighting (500 systems) Lot No. 2. Solar energy systems for lighting (25 systems) and cooling (25 systems) in schools. Lot No. 3. Solar energy systems for rural micro cooling (40 systems) CONDITIONS OF PARTICIPATION 8. Eligibility and rules of origin Participation in the procedure is open on equal terms to all natural and legal persons (individually or grouped in a consortium) which are established in one of the Member States of the European Union, the ACP States or in a country or territory authorized by the ACP-EC with which the contract is financed. (See also paragraph 22).Participation is also open to international organizations. All goods supplied under this contract must originate in these countries. 9. Grounds for exclusion Tenderers must submit a signed declaration, included in the Form of a Contract Offer for a supply that they are not in any of the situations listed in point 2.3.3 of the Practical Guide to contract procedures for external actions the European Union. 10. Number of tenders Tenderers may submit only one tender per lot. No bids will be considered for part of a batch. Any tenderer may state in its tender for a discount in the event that its tender is accepted for more than one lot. Bidders may submit a tender for a variant solution in addition to their tender for the supplies required in the tender dossier. 11. Tender guarantee In submitting a tender, tenderers must provide a tender guarantee for 1% of bid amount. This guarantee will be returned to bidders that have not been selected once the tender procedure and / successful bidders after the signing of the contract by all parties. This guarantee will be called upon if the tenderer does not fulfill all obligations stated in its tender. 12. Performance guarantee By signing the contract, the contractor must provide, together with the return the contract signed by both parties, a performance guarantee of 10% of the contract value within 30 days from the date of receipt of the contract signed by the Contracting Authority. If the contractor fails to provide such a guarantee within this period, the contract will be void and a new contract be drafted to be sent to the tenderer which has submitted the next cheapest compliant tender. 13. Information meeting and site visit There will be a compulsory briefing on 26 June at the offices of the Sur Futuro Foundation in Santo Domingo at 2:00 PM and a must on the ground on Thursday 28 and Friday June 29, 2012. Validity of bids The period of validity of tenders is 90 days from the final date for submission. 15. Period of implementation of tasks The start of the implementation will be more than 60 days after the date of contract award. SELECTION AND AWARD 16. Selection criteria The selection was made according to the tables on administrative and technical included in the tender dossier. 17. Award criteria The most economically advantageous tender which is a relationship between service quality and price. SUBMIT AN OFFER 18. How to obtain the tender dossier The tender dossier is available from the office of the Contracting Authority upon payment by certified check from RD $ 8,000.00 (eight thousand dollars Dominicans) or its equivalent in dollars or euros. The tender dossier is available in the period from 18 to 22 June inclusive and applications will be served from 8:00 AM to 5:00 PM local time in the Dominican Republic. Deadline for submission of tenders The deadline for submission of bids is July 23 at 12:00 M hours of the Dominican Republic in the offices of the Contracting Authority.
