Is a visa needed to enter canada for a US perm resident with DR passport?

My boyfriend and I are looking for locations to marry ;) he is a perm resident of US and has a Dominican passport, I know I can enter Canada without a visa as I am a US citizen but can he? I found the thread with the list of countries but it had me a little confused.
We will most likely marry on the NY side and take a day in Canada, possibly get a hotel on the Canadian side, we are still in the planning stages even though we have been engaged for about 4 years. :cheeky:

Passport Exemptions:
- Legal permanent residents of the USA holding Permanent
Resident/Resident Alien Card (Form I-551) and seeking entry
to Canada from:
- the USA;
- St. Pierre and Miquelon.
- Holders of a travel document issue by the International
Committee of the Red Cross (ICRC) to applicants for
permanent residence in Canada.

Visa required, except for Permanent residents of the USA for a
max. stay of 6 months, provided holding Permanent
Resident/Resident Alien Card (Form I-551). NOTE: ADIT stamp
evidencing the process of a Form I-551 is also accepted
provided that the 'valid until' date has not expired.
