Which Mail Carrier is Best? Sending Document From Santo Domingo to US

Greetings!

I am sending a document that cannot be scanned or faxed from Santo Domingo to the US.

Is there any mail carrier that would be less expensive than FedEx or UPS?

EPS is less expensive

I have had very good luck with the national postal service for OUTGOING mail, much worse luck with INCOMING. You can send with a USPS tracking number and it is very reasonable an envelope around 100 pesos.
