If you are in the DR, your wife should be able to get a cedula using her Dominican birth certificate at the JCE office. If your daughter was born in the DR she can also do the same as long is she is at least 16 years old- yes a 16 year old can get a cedula, but cannot vote until 18. If your daughter was born out of the DR, then she would need the birth certificate from where she was born proving she was born to her Dominican citizen mother (probably need that birth certificate translated and "legalized". )
