Do Danilo and Leonel speak English fluently?

I've always wondered how well Leonel and Danilo speak English and I've even tried searching for any Leonel speeches in English but didn't find anything.

Has anyone heard them speak?

I talked with Leonel for about 5 minutes several years ago at a funeral in Jarabacoa and he is fluent. I've also heard him do interviews in English.

Leonel should speak fluent English. He grew up in the US. Returned to the DR after graduating from high school in NY.
