My friend's mother sold him a portion of mother's land. The land is 360 sq. meters. The portion of land for sale is 128 sq meters (8x16). The acto de venta indicates only the size (8x16) of portion of land sold, but acto de venta does not indicate the location of the portion inside of the whole land (3 meters from left, 4 meters from front). In USA, such document would be incorrect. Is this acto de venta incorrect in DR? If it is incorrect, how to fix it?

Agreed. Only through the deslinde process where a licensed surveyor comes out to mark off the exact portion of land to start the process of removing it from the existing title and creating a whole new title for the new parcel. Until that is done, the land owned by your friends mother is...debatable.
