Renew passport in the DR

I was planning on just giving my sister my passport to renew in the US but apparently I can just do it from here, has anyone done this recently? Where would I need to go and what do I need to take with me? Also, my US passport is expired so would it change anything about the process? I let it expire like 3 months ago.

Where are you located? It has been done with an expired U.S. passport through the U.S. consular office in Puerto Plata several months ago.
