    If you read the article mentioned in the OP, it describes how poor the electrical grid is functioning, the large number of generators that are off line or partially in service, how even 24/7 circuits are not and will not be getting power for 24/7 and that the deficit in payments exceeds 1 billion US dollars annually. The creation of the government distributors is responsible for this problem. Going from several government distributors to one government distributor will do little to fix the problem. It is just smoke and mirrors.

    In other words, a hopeless situation that won't be fixed any time soon.
