DR residence for minor children!

OK this question is hard to answer after the new immigration rules..

A couple of questions:

1) What happens when legal parents (with permanent residence) leave the country and the minors have overstayed without residence?
2) Is the process to get the PR easier for kids whose parents have permanent residence?

I will post back more info when I gather it, I am sure there are many expats with children without DR residence who would like to know.
