What bird is this...

Any amateur ornothologists out there?
This little fella has been on the same palm several mornings in a row.
He's about 8" tall not counting his tail. From a distance, I thought it was an owl. With the zoom lens I'm now thinking a hawk of some sort (maybe a Sharp Shinned Hawk?).

C. You should consider yourself very lucky to have spotted one of these and gotten such a clear picture.

D. You should take up amutuer photography...it really is an excellent picture.

E. I have a degree in ornothology; this is of the same species as Big Bird from Sesame Street.

Definitely a small raptor, but it looks immature so hard to say. With the light slate blue head, my best bet would be an immature Kestrel:
