Hi Guys,

Do I need proof of residency to apply or obtain any utility or leisure services such as Electricity, Internet etc..

All I will have is a Lease and my passport! :)

No, passport will be fine. You 'might'. need a friend to with cedula to back you when getting the lecy hooked up, but not always. Cable/internet/phone = passport is fine.
you won't get finance until you have cedula but pretty much everything else is fine with passport.
I say no financing but lots of shops will sell you furniture and appliances if you can provide a contract and friend with cedula to vouch for you.

Patience, bank references, your lease and your passport might work for most services.

That reminds me of when I first signed up for telephone service with Claro/Codetel. It took 6 months to get it installed. Patience indeed. May your luck be better.
