Does marbete cover anything in case there's an accident?

I'm beginning to think it's a rather stupid question, but here goes...

If I'm ever in a fender-bender here in the DR, will the vehicle marbete cover any of the costs?

No. Marbete is just government taxes for the vehicle. You must be talking about seguro de ley (insurance). This insurance will cover damages to third parties, but not damages to your own car.
