I wouldn't interpret cost escalation on the Duarte Bridge to necessarily indicate ineptness of contractors or corruption. The Woodrow Wilson bridge [crossing Virginia to Maryland] cost escalation has gone from 1.4 Billion to 1.7 billion, to now over 2 billion dollars and they have just began construction.
