I don't know where to find a constant supply of vanilla beans here, however I brought a supply from Tanzania (mainland not Zanzibar) I got from a grower there. I could provide a few if you really need some for a temporary solution.
Vanilla extract isn't produced commercially in the DR. All the stuff in the stores is made from tonka beans and it's toxic enough that it's banned in the US.
