What download/upload speed can you get? I just need 2-3Mbps.
Is there a contract? Can tourists purchase a router and say 5GB plan? About how much?

Data speed will vary widely (anywhere in the world) depending on 3 main factors:
(1) signal strength (often determined by how far you are from the nearest cell tower), (2) technology(2G vs 3G vs 4G), and (3) how many people are using the network (especially the cell you are using) at the given time.
Back in June I made two measurements at two different locations and I got 12Mb/7Mb (D/U) in one instance, but only 2.3Mb/1.Mb (D/U) in another. I think both were 4G but I no longer remember.
I don't think buying a router (for short term use) is a good idea since (as discussed by others) your phone can create its own hot spot from which you can feed other devices. A router would make sense if you were to get a fixed Internet connection (landline or cable).
