I recall that in years past, the DR Government has waived the Customs Tax for Dominicans that have been out of the Country for at least one year when they bring gifts for the Family at Christmas. If anyone remembers this, please give me the maximum dollar amount and the dates that one must travel to take advantage of this. Will it be the same this year?

President Mejia okayed the tax exemption from 1 December. Not so sure up to when, as these are Christmas exemptions, but I could speculate it was up to 6 January, Three Kings Day. The tax exemption is for goods of up to US$1,000.
