    Most likely I am a long way behind the wave but....

    PayPal now offers worldwide withdrawals at any ATM using the PayPal card.
    I'm sure there will be a fee but.....

    Payoneer, linked in the OP, does not appear to be related to PayPal.

    It's 29.95 annual fee and $3.15 per withdrawal

    There are cheaper options, like accountnow, ready debit, netspend, etc. for Dominican residents with no US bank accounts to have ability to wihdraw money to debit account

    The real PAYPAL charges $1 to withdraw funds at any ATM in the world.
    No hidden fees, you'll get ~ 40.50 right now plus a $1 / transaction any size, up to the max.
