Does anyone own an ATV? What are the DR laws/rules/guidelines involved? Is there an online gov't publication I can reference? Does anyone have a personal opinion?

I have a few of them. We drive them on the roads and over hill and dale without any vehicle licensing requirements.

If you plan on driving in towns, such as, Sosua or Las Terrenas they must be registered and insured like any other vehicle.

How about for purposes as a 4-Wheel tourist excursion business?

I would say unless you are using these are private land you would need to register and of course you would have to be insured.

For an excursion business you'd definitely need licensing from the Ministry of Tourism and insurance. Otherwise you will be toast.
