An early morning news conference gives hope to the nation's poorest of the poor. The administration's spokesman explained that the new punishing taxes will be reversed and that non-luxury consumer goods will be priced according to the average Dominican income.

You better believe it, America Latina has plenty of examples about it.
Hugo Chavez, Nestor Kichner, Vicente Fox and Lula Da Silva (Venezuela,Argentina, Mexico and Brasil) fought poverty in their respective countries with welfare support then they reclassified by lowering standards from the poverty indexes and call it a success even after a MEA CULPA about not being able to finish the work.
So im sure the same can be done here.
