Registering a Dominican born baby in the UK

Quick question:

I'm British and my missus is Dominican (not officially married, but a civil union). We had twins 18 months ago and I never had the opportunity to register their births with the British embassy in Santo Domingo because I only had a shortened birth certificate.

I finally got my full birth certificate (apostilled too just in case), but I have run out of time and I need to return to the UK on my own for a while. Can I register their births whilst I'm in the UK? Apart from their Dominican birth certificates and my missus' what else would I need?

Short answer, no you can't do it from the UK. Well I say that, but with the way things change here, but certainly not 18 months ago.
