SANTO DOMINGO, Dominican Republic. - The 40.8% of Dominican households use latrines or have no type of health services, reveals a study sponsored by the World Bank and the Inter-American Development Bank.
The research was conducted from September 2012 to March 2013, based on quality of life index.
The 62% of households in the country share 38% latrines and toilets connected to septic tank or sewage system.
El?as Pi?a, with 75%, is the province with the highest percentage of households without sanitation, followed by Monte Plata with 69%, Monte Cristi Baoruco 67% and 66%.
The System of Beneficiaries, commissioned the survey and report, warns that not having a basic health service is equivalent to a source of infection and disease for the population, especially children.
The 8.3% of metropolitan area residents do not have health services and in urban areas rose to 31.7% in rural areas is 59.9%.
The 10.4% of households in metropolitan areas used latrine. Also 38.6% of urban and 51% of families in rural areas. Of the households using toilets, 41.2% are in metropolitan areas, 42.7% and 16% in urban and rural areas, respectively.

I was on a college service spring break trip about 14 years ago. We ended up spending over half of our time in rural schools improving the toilet facilities. Very often it took less than four hours of labor in a school to prevent the kids from having to walk in raw sewage to use an outhouse. Much of what we did was to divert rainwater away from the outhouses to prevent them from flooding.

Not to pull a Pichardo on this one but, one have to ask oneself first what is the percentage of the Dominican population that actually lives in those provinces (specially the border ones like Monte Cristi, Bahoruco and Elias Pi?a) to get the full picture as to how many people are actually affected by this.

NS, the more rural provinces will have higher percentages of people using latrines than the more developed ones. however, they also have lower population densities. that means that a high percentage of people in the more modern areas also use latrines.

It would be interesting to know if all those households had "piso de tierra" (earthen soil) as well.

Does the government need to build toilets foe people? No, but they could have proper sewage systems in the towns and cities.

That's a tall order when not even here in the capital there's a proper sewage system to begin with. Juan Bosch had plans to do so, but the coup d'etat would happen before that could materialize. It's needless to say that this simple need have followed the path of oblivion throughout subsequent govs., even though the absence of such a system gets to be painfully evident whenever it rains for a bit.

and it becomes even more critical with the occurrence of cholera on the island...
