Police extorting foreigners on North Coast??

Today I read two articles about the same event. A foreigner on vacation hired a Haitian hooker and took her to his room - she robbed him of 9000 pesos and his credit card. He confronted her, she didn't give anything back. He went to the police to file a complaint, and they arrested HIM! Put him in jail and said he couldn't leave unless he gave them 151,000 pesos. When he was finally released, he went to the press, and it opened a can of worms, the accusation now is that there is some sort of conspiracy between Sosua, Caberete, Puerto Plata police to strong arm foreigners by arresting them and holding them until the pay.
