I am a landed resident (but not yet a citizen) in Canada. I have a valid passport. Do I need a visa to travel as a tourist to Dominican Republic?

Yes, but...

You must be a citizen of some country, that is the important info you left out. Anyways, check the archives, that subject has been covered ad nauseam.
