From the Sosua News:

Residents of the community Playa Laguna are panicking because they fear that their homes will flood during the next heavy downpours. In this small neighborhood there are two large lagoons which act as a water basin. At first glance it are grassy meadows, but in reality they are two depths which, although covered with grass, are two giant sponges absorbing a lot of water. During heavy rain they absorb a lot of water and thus prevent the houses to be flooded. And now, for the excavation of the construction site for the new department store in Sos?a dozens o
trucks full of earth have been dumped in one of these lagoons. The 'natural sponge' can no longer absorb water. The residents are now panicking because they have already suffered from frequent flooding during heavy rains and hurricanes. They are now working to build small dikes around their homes. But they are especially angry with the government (public works and environmental services) that they have allowed to dump all the earth into the laguna, without thinking about safety of the residents of the surrounding area.
